question about the pre-existing conditions part |

i've been searching all morning, but my google-fu must be weak because i can't find anything stating that the pre-existing conditions clause applies to adults immediately also.
i keep reading threads here where people are stating that it covers adults as well as children immediately. i have yet to find anything that supports that.
does anyone have a link that states this? all i can find is where it says it doesn't cover adults until 2014.
any help is appreciated.
