and the 2nd bill of reconciliation measures will become law once the Senate agrees to them and the Pres signs.

Pres. signs bill that was passed last night, on Tues.
This signed bill - now law - goes to Sen. for pre-agreed upon "fixes".
Pres. signs again? What are the fixes --- e.g., what is being reconciled?

Bill#1 passed yesterday becomes law when the President signs it, because the Senate ALREADY passed it.
A SECOND bill (Bill #2), which the Senate has not passed yet, contains the fixes provided by the House for Bill#1. It's a completely separate bill. So, the Senate has to vote on it. Even if Bill#2 fails in the Senate, Bill#1 is law as soon as the President signs it.
But Bill #2 will pass the Senate through reconciliation, at which point IT (Bill#2) will go to the President for signature, at which point it will become law, thereby modifying Bill#1 (which will already be law).

So if the stuff hits the fan on bill #2, basically, we have the Senate bill (#1) as HCR.
So reconciliation wasn't needed / used on bill #1, but for bill #2. In this setting, does reconciliation have its usual meaning, or is it a term of art relative to Senate procedures?

I realize that's not suitable for a signing ceremony.
But every time I've watched him give a speech I noticed it's not from the Oval Office.
Have I just missed them? Does he object to using the Oval Office for some reason? Is he waiting for something really big?
