Obama is on pace for about 100 recess appointments if he serves 8 years.

2. He waited as long as he did until he did the appointments for either one of two reasons. |

1. He really believes on bipartisanship working and did it to prevent too many positions from running empty. 2. He wasn't deluded enough to think bipartisanship would work but that he had to wait long enough so nobody would say he broke his campaign pledge on trying to be bipartisan. He was. The Republicans just didn't want to play ball on any issue.
If it's the second and not the latter, he's gonna do a lot of recess appointments. If it's the former, he's going to do as few recess appointments as possible.
