"Obama's policy change on nukes is modest. It doesn't fully embrace a "No First Use" approach, which is what the U.S. should have adopted. It unfortunately still leaves the "First Strike" option available in theory. But a "No First Use" position, even if it were fully adopted, would do nothing to harm national security. Deterrence, the main purpose of the nuclear arsenal, would still be effective."--is this correct?

1. There is a loophole in Obama's policy that if the US accuses a nation...
...of being in violation of the Nuclear Non-Proliferation Treaty, then the US can drop nuclear bombs on that country in a first strike.

Since the US falsely accused Iraq of building nuclear bombs before the Iraq War, that loophole undermines the rest of the new policy.

Nations still need nuclear weapons to deter a US first-strike.
