Climate Bill Will Allow States to Veto Neighboring States’ Drilling Plans

Looks like last month’s massive oil spill will have an impact on drilling provisions in the climate bill after all. The Washington Post reports that the climate bill Sens. John Kerry (D-Mass.) and Joe Lieberman (I-Conn.) will introduce tomorrow — without their erstwhile partner Sen. Lindsey Graham (R-S.C.) — will allow states to nix any oil drilling plans that could pose a risk to their shores.

According to the provision, the Interior Department will determine which states might be affected by a spill from a proposed oil rig, and those states could veto drilling plans by passing a law. States could also put a stop to any drilling within 75 miles of their coasts.

This change might be enough to bring some Democratic senators — like Bill Nelson of Florida, who had threatened to filibuster a bill that included offshore drilling — on board without alienating Republicans and conservative Democrats who have insisted on more drilling. But it’s a delicate balancing act, and we’ll have to see how it plays out after tomorrow’s unveiling.
