Presidential Job meeting---On Build/Bill Financing?! Any one heard of it or participated?

This is where people who do changes or renovations to green efficiency they can pay back this renovation in two ways---either PACE/PASE which is through property tax, I think and apparently the renovators prefer it. However, the prefer the On Build/Bill financing because it's paid through utility bills.

I just thought that was interesting. I think this is seen in Colorado--but I didn't catch all of it. Anyone heard of it or know anything and the differences.

Interest rate is 2%. Socially responsible investors apparently prefer it. It's interesting.
