Will keep TX repuke from dipping into the state education fund to use the money ELSEwhere.

They try to steal from the education fund(again), bye bye fed funding.

WASHINGTON – Texas would have to preserve its current education spending levels through 2013 to qualify for more than $830 million in federal aid, under a Texas-specific provision of a bill passed today by the House.

The mandate passed, along party lines, as part of a $26 billion jobs protection bill, despite strong opposition from Texas Republicans. Several said the amendment unfairly singled out the state and jeopardized its ability to receive the funds.

Gov. Rick Perry has deemed the provision unconstitutional because state officials can't guarantee future spending. And last week, Lt. Gov. David Dewhurst threatened to sue on the grounds that the restrictions only apply to Texas.

Austin Democrat Lloyd Doggett, who authored the mandate, said he was trying to prevent a repeat from last year, when the Texas Legislature diverted nearly $3.2 billion in federal stimulus money from education spending to shore up the state's budget.
"We have good reason to include in this legislation Texas-specific safeguards to prevent more such shenanigans," he said.

2. Kudos to Rep Doggett!
I love all the complaining in the comments section...they have NOTHING to say about how the stole the money from education last year...not a peep from "the moral" republicans!

All I know is Governor Goodhair took billions from school kids while our state has paid over a half million dollars rent so he can live in a gated community.
