Because it isn't really.

I think it wasn't even back when Tip O'Neill said it.

The importance of campaigning notwithstanding, it makes no sense to avoid votes on major issues that will burnish your image to instead go home to your district to campaign on issues that are less important and lesser known.

That's not how politics is understood these days.

One day our leaders will understand, but if they don't understand quickly enough, they'll lose elections and not be leaders anymore.
