2. This isn't the day and age of setting ten thousand letters by hand....

I understand what we are told on TV all the time, but all these textbooks are digitized on high speed computers dedicated to publishing books. Changing a section that California wants different than Texas on a 1,000,000 text book order is not a problem on the publishing end. Drag and Drop even and push print.... It does mean that school boards must make decisons on what they want instead of just wholesale adoption of others standards and that process will cost Time and Money.
