Ultimately that is what's going to matter. If they're going to have to negotiate rates, then this simply is the public option limited to those 55-64. It wouldn't be Medicare.
I'm actually a bit skeptical that they're going to use Medicare rates.

True, blue dogs might push for some such abomination, but let's not assume that the buy-in won't use the existing Medicare set-up.
