"Simultaneously, the Justice Department settled with Visa and MasterCard, which agreed to allow merchants to offer discounts to consumers who use less expensive types of credit or debit cards. The companies said the settlement, subject to court approval, did not involve any payment."

1. If they allow discounts for debit cards, maybe they'll offer discounts for cash too.
In the past, the credit card companies have managed to quash this idea. Just think, the credit card company costs the merchant 2% or so extra, so why not give that, or a portion of that, to the cash-paying customer?
