The professor can't figure it out and suggests it's all because everyone was automatically mailed an absentee ballot. IIRC, things have been screwed up in Cuyahoga County in every major election going back to 2000; not enough ballots, not enough voting booths, questions about the count, etc. If I lived there, I'd be sure to vote absentee ballot to ensure a paper trail.
