Anyone know the answer to this health care reform question about kids?

Anyone know the answer to this health care reform question about kids?
My son is 23 and attending a technical school from which he will graduate in March 2010, so he will then be taken off of our health insurance (my wife's through work covers the family).

I know that the reform bill before Congress has a provision that allows kids to remain on their parent's policies until age 27 but have no idea when it is sheduled to take effect, whether immediately on passage of the bill or delayed like several other provisions of the bill.

Does anyone know the answer to that? We can pay Cobra for him if there is a delay (or until he gets a job and group coverage for him individually kicks in) but it sure would be nice if we didn't have to.

Staying Insured Under a Parent's Plan
The House bill would allow children to stay insured under their parents' private health insurance plans until age 27. This change could occur as soon as January 2010, unlike other parts of health care reform that wouldn't go into effect until 2013, Rodgers says. Since some states allow insurance companies to to drop young people from their parents' health plans once they reach their late teens or early twenties, this change could help more young people keep their health insurance.
