Lugar: Senate has votes to pass START

Washington (CNN) - The top Republican on the Senate Foreign Relations Committee laid out his plan Sunday for the lame-duck session of Congress, which includes the passage of the New START (Strategic Arms Reduction Treaty).

In an interview on CNN's "State of the Union," Indiana Republican Sen. Richard Lugar said he thinks there are enough votes for the treaty - a nuclear arms agreement between Russia and the United States - to pass through the Senate.

"The votes are there," Lugar told CNN Chief Political Correspondent Candy Crowley.

3. No reason to question that - this is an issue he has fought for his entire career
Over the last week, there has been a small trickle of Republicans willing to hint that they will vote yes. It will be a fight. DeMint has said he will filibuster it.

I see no reason to question Lugar's honesty, the question is whether the Republicans will whip in some of those in his count.

Both Lugar and Kerry have been incredibly good answering every questions the other Republicans have. This is a case where no one can seriously be believed if they say others haven't been heard.

2. Ratification of the New START treaty will not happen. The republicans have said "no" to anything
and everything associated with the President's agenda. We are in for two more years of obstruction.
