If a person legitimately particulates in a program and does not commit fraud, there is no way you can retroactively rescind their benefits.
Or perhaps we should allow the precedent and retroactively collect ALL of the Bush tax cuts on the top 2% and the redistribute it to help the unemployed. :think:
