Clinton and Reagan had overall approval ratings in the low 30s at the midpoint of their first terms, while HW Bush had an approval in the 80s. One good thing about low ratings is that it's easy to pull up.
On the other hand, Reagan and Clinton had low ratings because they were aggressively squashing toes under their heels as they pulled out all stops to get their pet projects passed. HW Bush had a "Whatever you guys decide is alright with me" attitude. Obama hasn't yet found his identity, but so far he's too close to HW's method of trying to lead by making everyone happy. For Clinton, compromise meant "I'm getting to get as much of what I want done done, and give you as little of what you want as I can." That's strong leadership. It's exactly what FDR did, and Truman, and LBJ on Civil Rights and the Great Society (sadly not on Viet Nam). Weak leaders think compromise is finding a happy medium that the majority agrees with, thereby never sticking to one plan or one agenda. It makes people happy for a while, but eventually things start falling apart and everyone turns on them.
Obama is still figuring out what to do, but the actions he is taking that are generating the most anger here are of the latter type of compromise. He has the other type in him, as well. I just hope that Obama wins out.

Good summation of the different styles. The only point I'd quibble about is that I think Obama already has his identity and it's not working for him. He sounded defensive and frustrated on the 60 minutes interview, but fails to recognize that his compromising is causing him his problems. He needs to recognize the source of his frustrations are his style and change it. THAT is a tall order for anyone, let alone a politician. At this point, I'd bet on a single term for Obama. He just does not display any adaptability at all.
