Those changes will have to do with the estate tax, which will have different terms.

Even the House misses the biggest point (deliberately).
The average person doesnt care between $2m and $5m for the inheritance tax, what they care about is increasing the taxes on the lower class in this bill, coupled with screwing over Social Security revenues.
I noticed he made no mention of those two items.

are known to hoard cash and hasn't spent at least 30% of their cash reserves in hiring, then they will be fined EVERY DAY at least $1 million (or something) payable to the US Treasury.
They need to hire people for jobs and quickly.
Tax cuts does not stimulate the job growth at all. 8 years of * tax cuts has confirmed that.
