7. Kyl was NEVER going to vote yes - the key was to pull enough Republicans away from him
Many thought this was treaty was dead at various times earlier this year.

6. His staff says he has spent about 70 hours on the Senate floor working on this
in the last week. That and making many many calls. He had to be incredibly relieved that he could soon leave for the holiday knowing this is done.
