This is how you do it.
Simply two bills.

Bill one: does away with pre-existing conditions, lifetime limits, etc etc Effective immediately. No wait. No public option, no exchanges. You vilify anyone who doesn't want to do it as asskissing the insurance companies. Play hardball. You will need 60 votes to pass it. No reconciliation.


Bill two: medicare for all. You can use reconciliation because it is an expansion of the federal budget.


Maybe that is what the WH is thinking.

1. You'd have to do it in two separate Congresses
There's no way that Lieberman and Nelson, etc., are going to let a regular bill pass if a reconciliation-ready, Medicare-for-all bill is readied up next.

Why in the world would he play the role of patsy in your scenario? Not to mention many of other members of the caucus that would not support such legislation.

I doubt it could even pass the House.

Obama will sign the welfare for insurance comapnies bill and that will be that.
