Jobs alone are not going to do it. Significant tax reforms and increased funding to end poverty is the only way:

Revenues from taxing the rich and ending the wars can significantly fund these programs and provide tax relief for low- to middle income Americans.

On edit, in terms of low-income tax relief, Kerry's EITC proposal is a good one.

3. I can agree with your premise. It is all good but what I don't understand are the USDA like HUD onl...
gives the help to 14 areas instead of spreading around the country. Why is that? I don't understand their reasoning!
