The 3-Word Phrase That Signals Obama's Intentions on Taxes

If you were to look no further than public opinion polls, the answer to the great question consuming Washington right now--how to bring down the deficit--would be obvious, at least for Democrats. By a large margin, the most popular method for debt reduction among the American public right now is to increase taxes on the rich. This week's Washington Post/ABC poll is only the latest in a long series of polls to bear that out. It found that 72 percent of respondents favored raising taxes on the wealthy, far and away the most popular option to bring down debt. Nothing else even came close. Ordinarily, the path of least public resistance is the safest one, politically speaking.

But it hasn't been the path that the White House has seemed particularly eager to follow. In December, President Obama signed a two-year extension of the Bush tax cuts for the rich, as part of a broader deal to help revive the economy. Many Democrats since then have worried, not unreasonably, that Obama wasn't going to emphasize tax increases on the wealthy as a major component of his deficit-reduction plans. That's why so many Democrats were cheered by the president's big speech on the budget at George Washington University last week, responding to the Republican budget that the House passed on Friday: it's clear that tax increases on the wealthy are a part of the plan (although even Democrats fully supportive of this can't seem to bring themselves to utter the phrase "tax increases"; instead, "revenue raises" seems to be the preferred euphemism.)

I knew that worrying about whether or not Obama would speak out in favor of raising taxes had been a preoccupation of liberal bloggers. But I hadn't quite realized, until I spent some time on the Hill this week, how much of a concern it also was for elected Democrats and their staffs. Because the president's speech was announced with such haste, and so few officials--including Democrats--were briefed, a lot of Democrats on the Hill had no idea what the president was going to say. They were pleasantly surprised. One phrase in particular sent a clear signal to them that Obama was going to take up taxes: it's when he said that "millionaires and billionaires" could afford to pay a little more. A cheer went up in the room where he was watching, one Democrat told me, when Obama uttered it. In fact, Obama used it four times.

Why is that phrase so special? I asked. The answer, I was told, is that research shows it's the phrase that most effectively frames the issue of raising taxes on the wealthy. Thus, when Obama invoked "millionaires and billionaires," he was signaling to his party that he means business.

2. Ahh, the new meme.
Lots were predicting that he'd announce major cuts to Social Security and Medicare, last year ... didn't happen.

Then they were predicting that he'd announce major cuts during the State of the Union .... didn't happen.

Then they predicted his budget proposal would include them ... didn't happen.

And then 2 weeks ago, it was predicted that he would definitely, absolutely, positively announce these cuts during his deficit speech, again, didn't happen.

In each case we were presented with article after article using "unnamed sources" who were in a position to know. But, they did not know.

So now that Obama seems unwilling to SAY what some predict he will say, they throw that out, and are angry with him for not doing what they predict he's going to do.

Of course on the tax cut thing, the Obama haters were able to have their cake and eat it too. If he did let all the cuts expire, Obama's detractors would have been able to point to the fact that he raised taxes on the 95% of Americans making under 250k.

This was a major campaign promise, and if he broke it, the same folks who attack him now, would have CRUCIFIED him for raising taxes on the middle class in the middle of a fragile recovery. It would be used as proof that he hates the middle class.

5. he said it 50 times last year
and now he says it once and it's supposed to be some kind of signal?

Did all their "research" show that it doesn't work until the 51st time you say it?

those sources, and Green, think we're dumb:

this is the only way to get to understand 1) who really we're really talking about when we talk about the wealthy in this country, 2) to understand they ain't part of it!

It is scary to think that people in this country think THEY are in the upper income brackets of the wealthy. they don't realize they are only, at best, in the middle class. Once you call it out as millionaires and billionaires THEN they agree about those folks paying more taxes. Forget about talking about the 1.5%.....it doesn't mean anything to the masses. Keep referring to the wealthy as millionaires and billionaires and the masses will rise up and revolt.

Then again, there are those who are deluded enough to think they are just 'one good break' away from being one of those millionaires/billionaires and they're not going to want to be taxed at that higher rate. With those, there is no reasoning.

remember: no 'wealthy'...only millionaires and billionaires.

I think you are spot on. Most everyone think s of themselves as at least middle class. Millionaires and Billionaires should be the word smithing we use. People may be deluded, but they sure as hell know if they don't have a million dollars in the bank.

People have been programmed to think that they could win the lottery or become the next American Idol or be the next "millionaire" on a TV game show...

Even worse, they've been programmed to empathize with the rich bastards and HATE the Poor and ridicule their own Working Class.

This is fairly easy to do if you own the media since most folks are just a paycheck or two away from BEING poor and homeless so their inchoate fear is easy to manipulate.

17. the more psychotic thing is many people believe they are rich right now
they have every toy, gadget etc that the rich have (or so they think).....everything that they see on TV so therefor they ARE part of the 'rich' of America.... pay no mind to the fact they are in debt up to (and beyond) their eyeballs, that is a problem for another day. We're rich because we have our stuff. They can't comprehend the concept that the real rich in this country could by and sell our 'stuff' 100 times over and never even miss the expenses.

and they scarfed it up 'cause they want to be the party that carries out the wishes of their Corporate Capitalist masters instead of brand "R"...

And in USAmerica, where one dollar = one vote, they were losing out to the "R"s in the dollar race...
