What is the thought about using Twitter as a tool to blast messages?
To politicians and media.
It can be used by those with cell phones and those with computers.

Anyone have a good plan and provide useful info on how best to do this?

1. Twitter's only good if someone's reading the tweets...
...and from the point of view of a politician, I would think it's limited content would relegate you to the "sign this petition" category. You're far better off actually writing an original email with your own thoughts and sending it in.
