Boehner Plan Falls Short of Advertised Cuts, Says Budget Agency

The debt plan being pushed by House Speaker John A. Boehner would not meet a key demand by conservatives to cut spending by as much as the debt ceiling would be increased, the official budget agency for Congress said.

The non-partisan Congressional Budget Office estimated that Mr. Boehner’s legislation would cut spending by $850 billion during the next decade — about $150 billion less than the $1 trillion increase proposed for the debt ceiling.

The finding is another blow to Mr. Boehner’s efforts to win support among conservatives for the plan. Republicans have insisted for months that any increase in the debt ceiling must be accompanied by equivalent cuts in spending.

Mr. Boehner had said his plan included $1.2 trillion in spending cuts. But in its analysis, the C.B.O. said that number would be far lower.

“CBO estimates that the legislation would reduce budget deficits by about $850 billion between 2012 and 2021 relative to CBO’s March 2011 baseline,” the agency wrote on Tuesday afternoon.
