Vicki Kennedy Backs Health Care Bill: 'Finish The Work Of His Life'

What Ted Kennedy would say about health-care reform By Victoria Reggie Kennedy

My late husband, Ted Kennedy, was passionate about health-care reform. It was the cause of his life. He believed that health care for all our citizens was a fundamental right, not a privilege, and that this year the stars -- and competing interests -- were finally aligned to allow our nation to move forward with fundamental reform. He believed that health-care reform was essential to the financial stability of our nation's working families and of our economy as a whole.

Still, Ted knew that accomplishing reform would be difficult. If it were easy, he told me, it would have been done a long time ago. He predicted that as the Senate got closer to a vote, compromises would be necessary, coalitions would falter and many ardent supporters of reform would want to walk away. He hoped that they wouldn't do so. He knew from experience, he told me, that this kind opportunity to enact health-care reform wouldn't arise again for a generation.

In the early 1970s, Ted worked with the Nixon administration to find consensus on health-care reform. Those efforts broke down in part because the compromise wasn't ideologically pure enough for some constituency groups. More than 20 years passed before there was another real opportunity for reform, years during which human suffering only increased. Even with the committed leadership of then-President Bill Clinton and his wife, reform was thwarted in the 1990s. As Ted wrote in his memoir, he was deeply disappointed that the Clinton health-care bill did not come to a vote in the full Senate. He believed that senators should have gone on the record, up or down.

Ted often said that we can't let the perfect be the enemy of the good. He also said that it was better to get half a loaf than no loaf at all, especially with so many lives at stake. That's why, even as he never stopped fighting for comprehensive health-care reform, he also championed incremental but effective reforms such as a Patients' Bill of Rights, the Children's Health Insurance Program and COBRA continuation of health coverage.

The bill before the Senate, while imperfect, would achieve many of the goals Ted fought for during the 40 years he championed access to quality, affordable health care for all Americans. If this bill passes:

-- Insurance protections like the ones Ted fought for his entire life would become law.

-- Thirty million Americans who do not have coverage would finally be able to afford it. Ninety-four percent of Americans would be insured. Americans would finally be able to live without fear that a single illness could send them into financial ruin.

-- Insurance companies would no longer be able to deny people the coverage they need because of a preexisting illness or condition. They would not be able to drop coverage when people get sick. And there would be a limit on how much they can force Americans to pay out of their own pockets when they do get sick.

-- Small-business owners would no longer have to fear being forced to lay off workers or shut their doors because of exorbitant insurance rates. Medicare would be strengthened for the millions of seniors who count on it.

-- And by eliminating waste and inefficiency in our health-care system, this bill would bring down the deficit over time.

Health care would finally be a right, and not a privilege, for the citizens of this country. While my husband believed in a robust public option as an effective way to lower costs and increase competition, he also believed in not losing sight of the forest for the trees. As long as he wasn't compromising his principles or values, he looked for a way forward.

As President Obama noted to Congress this fall, for Ted, health-care reform was not a matter of ideology or politics. It was not about left or right, Democrat or Republican. It was a passion born from the experience of his own life, the experience of our family and the experiences of the millions of Americans across this country who considered him their senator too.

The bill before Congress will finally deliver on the urgent needs of all Americans. It would make their lives better and do so much good for this country. That, in the end, must be the test of reform. That was always the test for Ted Kennedy. He's not here to urge us not to let this chance slip through our fingers. So I humbly ask his colleagues to finish the work of his life, the work of generations, to allow the vote to go forward and pass health-care reform now. As Ted always said, when it's finally done, the people will wonder what took so long.

8. I don't know if she is concerned about insurance co. setting prices and charging
those with illness more. Or if she is aware that people will be required to be accountable to the IRS if they don't by insurance? What waste elimination is noted by Ms. Kennedy that will make this bill better? I don't know but, this bill does not seem consumer friendly.

I am over 50 and I have diabetes with rheumatoid arthritis.

My current insurance is more like a band aid, Care my doctor says I need is repeatedly overridden by beancounters.

Because I am 50, the Senate bill triples my premium AND allows insurance companies to lay a 50% surcharge on top of that. So effectlively for every $100 I pay in premiums now will go to $450 for reduced care.

If I'm lucky, my salary may go up 1% or 2% a year. I barely make ends meet now. The Senate bill would force me to pay more for less coverage. And the beancounters can still ration my care. And my employer will have a major incentive to drop my coverage, forcing me to pay a far higher premium for even less coverage.

Bottom line--Alan Grayson was wrong. It's the Gang of Five (Bayh, Lincoln, Ben Nelson, Landrieu and LIEberman) Democrats plan that wants me to die quickly.

I took my name off of Obama's mailing list and I let them know that I will not accept the death warrant they are forcing on me.

Since I won't be able to continue my coverage if this shit passes, I have decided that when I lose the ability to get any insurance, I will call Joe LIEberman's office at 202-224-4041 and ask Joe to schedule a doctor appointment for me. If I receive calls from bill collectors wanting me to pay medical bills I can't pay, I will tell them to call Senator LIEberman at 202-224-4041 and ask for LIEberman to pay for them out of his own pocket.

30. Where do you get that it will triple your premium?
At the moment, in the individual market there is NO LIMIT to how many times higher your premium can be to what young people have. And in the small groups market, the numbers are staggering. In Kentucky, an older American can have their premium be 25 times the premium of a young person. So the three times limit is a HUGE improvement. The House bill has 2 to 1, which is much better, but 3 times will help, not hurt what the situation is now.

The Senate Bill allows companies to triple premiums of people 50 and over. It also allows the 50% surcharge on top of that, Bottom line, I'll go broke paying the premiums that the Gang of Five will ran down my throat.

what do you think will happen to the unemployment rate for our age group? Are employers going to be willing to keep us around if we're costing them that much more? And, when we are laid off, how will we find new jobs?

I'm scared to death this reform with not only cost me the crappy insurance my employer supplies, but maybe my job as well.

50. Actually McGuire resigned in disgrace a couple years or so ago
after he got caught back dating stock options. Couldn't have happened to a nicer guy.

The jerk in charge at United Health Group now is one Stephen Hemsley. He came to UHG from Arthur Anderson (think Enron) where he was CFO. Many of us would bet that he set McGuire up so he could move into his position.

It means the ratio is 3 times the youngest worker's rate. Now, it is based on higher ratios or health status.

114. I did not watch Potter, I watched the Finance Committee hearing where
Kerry lobbied for his amendment to get it from 4:1 to 3:1 - having pushed Baucus earlier to reduce it from 5:1 to 4:1. I have no idea who Mr Potter is, but I know what Senator Kerry and the other Finance committee Senators and the Finance Committee staffers said - ie these are the people who wrote it. The hearings are on the Senate Finance committee site.

I prefer to believe what the Senators and the staffers said in the hearing. I would bet that EVERY one of the staffers there (who were there to answer questions) know far more than Potter. (I did find Potter's bio - http://www.prwatch.org/cmd/bios.php/Wendell_Potter ) I suspect here that he misspoke because that is NOT what the ratio means.

Mr. Potter plainly stated that the Gang Of Five's Plan allows health insurance companies to charge THREE TIMES as much for EVERYONE over 50.

PLUS

They may also add an additional surcharge of 50% on top of that.

Now, if you believe the crooks who run the health insurance rackets are going to reduce premiums, well, I have a bridge in Brooklyn to sell to you!

And here's a real life example. When Ol Howard Jarvis was pushing Prop 13 in 1978, he went all over the state and told renters that their rents would go down by 1/3. Well, after 13 passed, California rents DOUBLED in 3 years. Make no mistake about it, when The Gang of Five force this on everyone, a lot of DUers are going to HOWL when they see those jacked up premium bills. And they are going to go ballistic when they see those surcharges. Millions will go bankrupt over the premium payments. Millions more will lose their group health insurance they currently have when employers terminate their coverage.

This will happen thanks to The Gang Of Five selling us out with Obama's blessing!

70. You misunderstood
The three to one ratio is the ratio between the oldest group to the youngest group. You could pay 3 times what a 20 year old would. Your CURRENT rate might be set on your health conditions and your age. The 3 to 1 is lower than state ratios that are as high as 34 to 1.

It is not 3 times your current rate.

Howard Jarvis said the same lies to renters when he pushed Prop 13. Rents doubled within 3 years.

This bill will send everyone's premiums through the roof and if you don't pay, you get fined. Watch how people react when those fines start to hit.

I did not ask to be born with the genes that trigger rheumatoid arthritis or diabetes, yet I am being punished because of those defective genes.

I am shocked to see how many people are being duped into supporting this evil bill. Can't you see that this bill is like a beautifully wrapped Christmas gift, once you remove the satin bow and the expensive wrapping paper, you get to a most delicately designed pewter box. Oh, you believe it's just so wonderful and you're filled with anticipation to see whats in the box.

Then you open that elegant pewter box and see that it's filled to the top with dog shit.

That is your Christmas gift from the Gang of 5 with Obama's blessing.

Kennedy's wife is making the same flawed argument as all the folks that keep repeating these same elements. The argument is flawed because the insurance companies will not act in good faith. They will lie, cheat and steal as they have done for decades and there is not a damn thing in the bill to stop them from doing so. They will implement all sorts of strategies to screw people over. I will bet each and every one of you folks that mindlessly repeat these points that we will be here on DU very soon after the "good" regulations get implemented discussing stories of insurance companies still denying coverage for pre-existing conditions by making treatment difficult or impossible to get. There will be stories about how these 30 million folks are paying outrageous premiums for very shitty health care. We will have stories about how the cost of health care insurance continues to rise much faster than inflation. We will have stories about how drug prices continue to soar far ahead of inflation. The list goes on and on.

In short, believing that insurance companies are going to act in good faith is even MORE ridiculous than believing that a fat guy flies a sled and visits every house on the planet each December. The idea that insurance companies will play fair ranks right up there with creationist theory.
