96 percent coverage is universal health care
BENNINGTON, Vt., May 11— Gov. Howard Dean, the only Governor who is a doctor, signed a law here today that sets in motion a plan to give Vermont universal health care by 1995.

The article is from 1992. Nearly 15 years later (2007), Vermont still has 9.1 percent uninsured. That's 5 percent more than the projections for the current bill.

Census Bureau reports that Massachusetts had the lowest 2008 rates of uninsured, while Texas had the highest.

Our definition of full employment is 4% unemployment, which is 96% employment.

I wouldn't expect a governmental definition of full coverage to be 100%. Is the right number 96%, 98%... I don't know.

... or have some people even in those countries managed to slip through the cracks?

"The goal is Medicare for ALL" is a nice slogan and a nice goal, but in fact 100% is unattainable.

19. The percentage of people insured is not
the appropriate standard to measure by if all those insured folks are paying exorbitant prices (exorbitant by upwards of 50% more costly than a reasonably priced plan employed in other countries) for health care, as they will do under all of the bills being considered. .

24. I think Barack needs to watch some of his old speeches again
That one could be a good place to start. Then the one where he said he wouldn't sign any bill without a public option. And the "dumb wars" speech from 2002 probably wouldn't hurt either.
