2. Not so much in control as using mechanisms to manipulate the senate
and I'm ok with that. This isn't much different than the good old days when a filibuster was a filibuster.

It must be done in a manner that every in the nation gets to see. It isn't some secret group of 4 witholding a cloture vote. Armed with information voters vote. The behavior of democrats and republicans alike relative to this bill is informing voters.

3. I think what it shows is that stalling is easier than moving things forward.
In our system the party that is trying to prevent something has an inherent advantage, even if they're not the majority. It's always easier to stall than it is to stop the stalling.

Of course you have to be shameless to milk it they way they do, but they are shameless.

The minority can leverage certain procedural rules but the majority party (the Democrats) control the chamber, insofar as any party does.

What it really means is that the Senate is broken and the Republicans are using it's antiquated rules to delay and destroy healthcare. They should be excoriated for that, but there's little else we can do but attempt to change the rules.
