Can someone explain what a managers amendment is?
I have heard this mentioned a few times as something that would allow the senate to send a bill straight to the president without congressional participation. Ive never heard of it before the last couple weeks. What is it?

"A Manager's Amendment is a package of numerous individual amendments agreed to by both sides in advance.

The managers are the majority and the minority member who manage the debate on a bill for their side."


In the context of the past couple of weeks, it seems to mean what Harry Reid decides will be in the Health Care bill.

3. Weird.
I wish that explanation had more detail. From that, it sounds like it is more a matter of something worked out in advance, then given rapid approval, rather than actually bypassing the congress.

4. The manager's amendment is in the bill.
Congress members can vote against the bill if they don't like the manager's amendment (and there is time for them or their staff to read it).

BUT if there was a way to pass this bill without ANY members of Congress being allowed to mess with it, that would be the perfect solution lol .... someone needs to invent that. (I think it might be what that Castro fella does.)
