-Because this was not a direct action its easier for Republicans not give Obama credit
-Many Democrats/Progressives/Liberals and others on the left were never fans of military action in Libya.
-I'm not sure if Kaddafi was ever viewed as direct threat to US national security they way bin laden was

Qaddafi (sp?) was not a threat to Americans, and he was killed by his own people, not by U.S. armed forces. So I don't see why it should affect Obama's approval rating one way or the other. I would guess at least half of Americans have at best only a vague idea of who Qaddafi was, or where Libya is.
