If we were starting a country of a few hundred thousand people from scratch, with minimal income disparities and other equities that America doesn’t have (national health care), a flat tax might be OK. But in the real context of the United States, it is an obscene transfer of wealth. Rick Perry may be such a bubblehead that he doesn’t understand all this, but you can be sure that the people who sold him on the flat tax understand it. Certainly below average, and far enough below for it to be clearly noticeable, which means below 95. He is, OTOH, generally functional, which means over 85 - people with below 85 IQs often have great difficulties in the complex world, and don't rise to any significant position. Therefore, 86-95. Quite functional in a well-structured environment, where the basics of life are a given, i.e., conservativism. He doesn't have to make any hard decisions, just live by the decisions which are made for him. Everything is uh, bi-polar isn't the word I'm looking for...every question has only two answers - the revealed right answer, and everything else which is wrong. All those answers are in the Bible, and if he doesn't know the answer himself, he knows a preacher who can tell it to him. It makes life simple, and makes for great confidence, because he KNOWS that he is right.

and he does not care about people. I actually know a few people with an IQ of 140 who lack the most basic skills when it comes to find practical solutions which work.
I also know wonderful people whose IQ does not read the 85 that is traditionally the lower limit of average)

IQ tests are inherently flawed and somewhat meaningless. Qualitatively, Rick Perry is a dim bulb. Quantitatively he may score very high on some subscales and low on others.
