Can the actual conference bill be filibustered or just the conference report?
I don't like the senate bill but I'm remaining optimistic that the conference bill will be better...not much but better.
Progressives can still advocate for more price controls via reconciliation than trusting the insurance companies will only take 10% profit...

Sometimes there is an "explanatory statement" that is referred to as the conference report that describes the provisions of the bill agreed to by the conference committee -- indicating whether a provision is from the House bill or the Senate bill or a different approach altogether. But the term 'conference report' is commonly used to describe the document that contains the statutory language that the conference committee recommends for adoption. It is that language that has to be passed and it is that language that can be filibustered in the senate
