I'm seeing cost plus. 15-20% off the entire freaking population is a lot of money. And 15 to 20 percent is a lot more on a larger base aka higher costs. If I was a lying gouging health insurance company I'd target the cost plus percentage to be right under the penalty for Cadillac plans. Then I'd let inflation float me above it and blame the federal govt for not sliding it up based on inflation.
