Please tell me what the mechanism is for holding down costs of CARE in the |

plan. I am speaking about what drives down the cost of the care itself, not the cost of the insurance. The insurance industry says they simply pass through the cost of care, they do not control it.
Isn't this the major flaw in the plan? That it is all about managing the cost of the insurance while doing almost nothing to manage the cost of the care?

If people, fearing the financial fallout, delay having their health problems looked at until their situation become dire, their catastrophic health, translates into catastrophic costs.
