Sen. Harry Reid says "no" by accident when voting on the health care bill before correcting himself and voting yes.

6. If for some reason the bill wasn't going to pass
doesn't someone from the other side have to vote no, just so they'd have the right to bring it back up again? I think there's some stupid rule like this somewhere.
