If the Dem's are smart they would start 95% of this Health care Bill as soon as the President signs it to counter there argument.It baffles me that most of this bill will not become effect until 2014.I also think the Congress is making a bad choice not having that PUBLIC OPTION in this bill.

It would not take "years" to set up the exchanges (basically, HHS figures out the basic coverage for a plan to be offered on the exchange, and a web site is created and that's it).
But, some of the revenue enhancements start next year, and the subsidies for mandated coverage don't kick in until 2014. Yes, there is some sort of "high risk pool" for uninsured for the next 3+ years, but I bet very few uninsured people will be able to afford it.
So, higher taxes for 10 years, higher costs (to the government) for 7. Hmmm. Yup, it saves money! CBO scored it!

There has to be a ramp up period to allow all the related players to prepare. If insurance companies are going to be forced to support pre-existing conditions, to charge women the same as men, to use 85% of their premium intake for care and adhere to other regulations in the bill, they will have to restructure themselves in such a way to accomodate that. If the government is going to create a regulated national exchange for the everyday consumer, they have to have time to create that and lay out a plan for the management of it. I think 2014 is too long to wait for sure, but I can see a lot of reasons that all parties involved will need 1-2 years minimum to be able to actually support the changes that come with the bill.
