Question about HCR........ |
The Bush tax cuts expired after 10 years because the reconciliation process was used to pass the bill in the Senate. A portion of HCR was passed using reconciliation. Does this mean, that in 10yrs, a portion or all of the HCR bill will expire?

1. Reconciliation rules prohibit passing laws the would extend the deficit outside of the budget window |
The budget window is 10 years. So if the cuts expired in ten years, they wouldn't increase the deficit outside of the 10 year window.
I don't think any of HCR was passed using reconciliation. Even so, it decreases the long-term deficit so it would have been allowed under reconciliation.

3. The HCR 'Fix' bill...... |
was passed using reconciliation. This was the bill that addressed some of the concerns The House had with the original bill.
