Honestly, it sounds to me like your pot is a bit too damp. Take a nice nug and place it in a paper bag overnight, and see if it doesn't improve its rollability (water isn't psychoactive, so you ain't losing anything by drying it a bit.) Most commercial pot is "quick cured", and dealers have an obvious incentive to leave a bit of excess moisture in the stuff.
