Madison police were close to requesting an Amber Alert on Tuesday for two young children found dead early Wednesday but held off in part because the children’s mother and other family members were in phone contact with the man accused of taking the children, police said Thursday.
The man, identified by police as David J. Hoem, 28, the boyfriend of the boys’ mother, also had no history of violence against the boys and routinely handled custody exchanges between the boys’ mother and father. Police, at times, also briefly knew Hoem’s whereabouts by tracking his cellphone, Capt. Joe Balles said Thursday.
The boys, ages 3 and 4, were found dead at 2:39 a.m. Wednesday in a car parked on Madison’s East Side. Hoem, who has a history of domestic violence, is being held in the Dane County Jail on a parole violation. Charges are not likely until at least next week, police said.
Police believe the boys were killed in the parking lot at about 7 p.m. Tuesday, just over an hour after their mother reported to police that they were with Hoem. A cause of death has not been released.
Earlier in the day the mother, who has not been identified, reported a fight involving a knife that she had with Hoem on Monday at their Moorland Road apartment. As she was speaking to police, Hoem was with the boys, having just picked them up from their biological father, ostensibly to go shoe shopping before taking them to their mother.
