Ex-police officer charged in two murders, rape

A former longtime Grandview police officer was charged today with raping and killing Cara Jo Roberts in Harrisonville in 2008 and a 75-year-old woman in south Kansas City last year.

Jeffrey D. Moreland, 52, of Harrisonville, also was accused of raping a woman last week in Harrisonville.

Prosecutors from Jackson and Cass counties at press conference this morning announced the murder and rape charges against Moreland, who medically retired from the Grandview Police Department several years ago, before Roberts was killed.

Investigators linked the crimes by DNA. At one time, Moreland served as a school resource officer at Grandview High School, and in 2007 he ran unsuccessfully for the Harrisonville school board.

Moreland is accused of shooting 30-year-old Roberts in the back of the head on Nov. 5, 2008, and stabbing and strangling Nina Whitney on Oct. 29 in the 11800 block of Belmont Avenue.
