The United States is a signatory to an international treaty–the
Vienna Convention–that requires any other nation that is a party to that treaty, when a US citizen is arrested in that nation, to advise that US citizen of her right to assistance from US diplomats at the nearest American diplomatic outpost. As one might expect, that requirement is reciprocal; when a foreign national is arrested on US soil, US officials are required to advise that foreign national of her right to the assistance of her nation’s diplomats in this country.
