A Simple Solution
Boehner says he refused to raise the tax rate on "job creators" when we pretty much know that these people in the top percent aren't creating jobs, at least not here in America. The this thought occurred to me:

Prove to America that you are a REAL job Creator (for America) and THEN you'll get your tax break. Problem solved.

1. yup-- create the jobs first, and prove it...
...in return for tax breaks. In fact, it should be fairly straightforward to index actual revenue effects of greater employment to the point where companies that support the broader economy by hiring and paying workers pay lower and lower taxes as their positive economic impacts increase. From that perspective, the biggest "job creators" are probably non-profits who maximize their use of available funds to employ as many workers as they can rather than taking the fruits of their labor as "profit" for executives and shareholders.

Take the top rate to 70%, then give tax incentives dependent on investments within the US that brings the rate back down.

You cant shame them into it, they have no shame, but they WILL respond to a threat of high rates hanging over their heads.
