Here's the acid test for the Cuomo administration's plan to authorize expanded natural gas drilling upstate: It absolutely, positively must keep New York City's drinking water safe.
The process of extracting gas from shale deposits deep underground, called hydrofracking, holds great promise of boosting the state's economy while markedly increasing America's energy resources.

Now, though, Cuomo's Department of Environmental Conservation has issued draft rules that would govern how drilling would be done and where. Touted as the strongest regulations in the country, the scheme is a solid step toward balancing economic and environmental interests.
Certainly, the DEC's revised rules are a world better than a 2009 draft released under then-Gov. David Paterson. That plan would have invited hydrofrackers to set up shop a mere 300 feet from the edge of city reservoirs.
