When this all started, the Obama administration said they wanted a "clean" debt-ceiling increase

Mitch McConnell's proposal is effectively that.


Is it a trap? From McConnell's perspective, he thinks he is setting a trap.

McConnell's proposal:

Obama has to propose cuts commensurate with the debt ceiling increase. The congress needs 2/3 majority to block the debt ceiling increase and a simple majority to accept the cuts.

So... Obama will propose cuts to every GOP sacred cow to add up to the total needed... defense cuts, ending subsidies, letting tax breaks expire.... congress will vote against those cuts.... the debt ceiling gets raised anyway.



GOP will try to hang the increased "debt" on Obama.... but the effective "stimulus" of not having any cuts will help the economy recover and the issue that everyone REALLY cares about, jobs, will be helped.


McConnell is banking on the American people caring that there were no cuts and blaming Obama for that. The only people who will care about that are the tea partiers who already weren't going to vote for Obama under any circumstances anyway.



McConnell think he has created an election-year trap for Obama.... but in actuality, he is giving Obama what Obama wanted all along - a clean debt ceiling increase.

I'd love to see that outcome, and hadn't considered it a possibility, but I haven't read anything that suggests those would be the cuts Obama focuses on. If they are, I think the heat he may feel from the GoP would be well worth the move, especially considering that if framed correctly, the cuts would play very favorably to all of us on the left.

ETA: I was under the impression that only true spending cuts could be considered under this method, not revenue increases, so what would the chance of closing loopholes really be?
