Back in 2006-07 many Democrats talked tough about defunding Bush's Iraq War |

For seven years Bush would come back to Congress demanding more money for his wars every 6-9 months and the Congress gave him every single penny he requested without conditions.
In the 2006 elections a lot of Democrats talked tough about either attaching conditions to further appropriations or defunding the Iraq War outright.
Fresh off of the '06 midterms, the Democratic majority passed an appropriations bill giving Bush his war money, but with conditions specifying an exit strategy and a withdrawal plan.
Bush vetoed it and demanded his war money with no conditions attached.
The Democrats in Congress responded by capitulating, and giving Bush his war money with no strings attached.
