where TF did that phrase come from? My Mom, extremely literate and great at turning a phrase, started using it in the last few years of her life in (mostly political and medical)resignation ...

It comes from Capitalism (like many inane things) - It is what it is: March 31, 2009 Urban Word of the Day buy it is what it is mugs, tshirts and magnets Used often in the business world, this incredibly versatile phrase can be literally translated as "fuck it."
I think it's a way for someone to comment when they have nothing intelligent to say.
