Congressman Cleaver today said this and it is very sad that the intellectual debate that once dominated capitol hill is gone. Speaker O'Neill was as partisan as a Speaker and a person could be was fond of saying "We disagree with out being disagreable" That does not mean that he did not fight and fight hard against bad republican ideas, it does s mean that he did not personalize the fight.
A big part of the problem is the might makes right , cowboy mentality of the current republican party. They care not about what the rhetoric may cause, although after yesterday, they now can not claim they do not know. the big question is, do they continue the game that they are playing or, do they see the danger in what they do.....

he was not speaking first person, but commenting on what is now common in debate. It was not directed towards a person, but the current state of politics
