"ALEC's" solution to prison overcrowding

"ALEC's" solution to prison overcrowding
The "American Legislative Exchange Council" an organization founded in 1973, is a "trojan horse" representing the global corporate capitalists that wine, dine, and exert their big-monied influence upon our (overwhelmingly Rethug) representatives in state legislatures and US Congress, had drafted a plan back in '07 to address prison overcrowding, of course highly and specifically promoting private prisons/solutions as well.

I don't remember reading about or seeing a recent topic on DU regarding ALEC, but my time posting here is relatively short, compared to most DUers, so please excuse me if this organization and/or subject has been discussed at any length here before.

I have only briefly skimmed through it so far, and have found this part of their prison overcrowding "solution(s)" to be the most disconcerting, if it or a similar version ever was enacted into (states/federal) law:


Persons in the participant’s release environment,
such as parents and guardians, would voluntarily
sign “agreements of indemnity” whereby they,
along with the individual would have a monetary
incentive, as indemnitors to the surety, to encourage
compliance by the participant. If there is a violation
of the bond, the family as well as the offender
would be drawn into the circle of responsibility.

So would this mean and include responsibility only as far as fines and/or indemnity are concerned, OR could it potentially be implemented with additional clauses that go even further than that, including the possibility of parent(s) or guardian(s) also being held criminally responsible for any/all of the "participant's" parole/probation violation(s)?

A website titled ALECWatch sheds much more light on this nefarious organization's activities, but I have just begun to browse through it earlier this morning. ALEC appears to have many goals and a mission statement that is/are virtually identical to the rightwing think-tank Heritage Foundation. ALEC is proof positive that Rethuglicans are completely owned, influenced and controlled by corporate interests, and vividly "demon"strates only the monied class' objectives. and obviously doesn't include the dominionist/fundamentalist movement and their rightwinger whackjob supporters/leaders that we also have opposing us, in so far what has been an often losing battle over the past 30 years for ourselves, and our childrens' economic future, and the potentially harmful if not lethal effects upon their health and very survival.
