It made sense to me...Almost everything in it is designed to put various programs on a budget, so to speak...Taking away from some things, putting it into other places...There is a $1.5 trillion coming from taxes, and there are triggers and rules which kick in if a plan or a program is not meeting the desired goals...etc.
No flaming please, if you know more specifics, please comment...
If you are a professional hyperventilator, please move on :)

Its a GOP wet dream. Cuts to the safety net. Getting rid of a big chunk of the government's ability to regulate anything. Giant tax cuts for the rich, with tax increases on everybody else. An end to any possible taxes multinationals pay on money made abroad.
