What happens on Day One of Default as soon as it happens?
What gets shutdown/ who doesnt get paid?

2. No, there's no list. It's never happened before.
I'm pretty sure it won't happen this time, either. If it does, the list will begin being compiled on August 3. Nobody has any real idea, but it won't be pretty.
