If any of the Agencies have any money left unspent from their budget they better hand it over
All those IOUs in the Social Security "Trust Fund" are now due and payable, it time for the Agencies and Departments who spent our surplus in years past to repay, from their current year budgets, what they owe. Social Security needs to call in its debts and if that means that the Department of Defense had to halt work on a new aircraft carrier, then stop work, if it means that the Department of Homeland Security won't get new body scanners next month then they can dam well just do without. And if the NSA can't afford to intercept and save every single electronic communication made by the law abiding citizens of this country, well, that will be just fine too.

God dam it, they spent the money, they left the IOUs, let them pay up. The Agencies have unspent money, they must because if they didn't there would be legislation for new or supplemental appropriations on the floor right this minute. No Agency is claiming to be broke, so the money is out there.
