That's a possible interpretation of the graph.
If the tax cuts were job killing, you'd expect the unemployment rate to monotonically increase, or increase and then stabilize.
Instead it looks like it acted as a kind of temp. stimulus and then was just considered background conditions as the system adjusted. "Permanently acting stimuli" probably don't exist.

That's rather like having an atom that's too big to exist or a 400 lb ant that's too big to exist. If the atom's too big to exist, it won't. If you manage to cobble it together, it'll undergo spontaneous fission within a couple of nanoseconds. If the ant's too big for its exoskeleton, it'll crumple and rupture, spilling its innards everywhere and promptly not existing anywhere but in the observers' nightmares.

We need a simple, short, but thought provoking quip like this one that challenges the supply-side meme head on.
That lie has been pounded into people for so many years now, that it's been accepted as fact by a worrisome amount of our populace. And the left has not done a good enough job over the years to set the record straight.
It's time that we just go for it with slogans such as this one that will hopefully make people say "Wait, what? Did you just say that the earth is NOT flat?" ;-) Might open a sorely needed dialog.

:) That was EXACTLY what I was trying to do. Create a quick, snappy, one sentence slogan that might lead to discussion about WHY tax cuts for the wealthy DO NOT CREATE JOBS. In fact they kill jobs because the rich put that money into exotic financial instruments rather than jobs.
